The UXO Fire Toolbox

The UXO Fire Toolbox is a pioneering, mostly unmanned strategy developed by the WKR Initiative and our partners to manage wildfires in areas contaminated with Unexploded Ordnance (UXO). In places like Brandenburg, Germany, and post-conflict zones like Ukraine, the presence of old munitions forces firefighters to stand down, adhere to a 1km safety distance, and watch fires grow into uncontrollable disasters. We have replaced this outdated 'do nothing' protocol with a more proactive approach and strategy. Our efforts have led to the partial adoption of this innovative concept by the German state of Brandenburg, and has been trialled and show-cased in Kiev, Ukraine and at the world's largest Fire and Rescue trade fair, Interschutz 2026 in Hannover, Germany. Additionally, the concept has been show-cased in various contexts including the Ukraine Mine Action Partner Coordination Workshop in Geneva and the NATO EnviroSec Conference in Sofia, both in 2026. Leveraging both high-tech and low-tech, we can do more to mitigate the challenges of fire on contaminated lands.

Die „UXO Fire Toolbox“ ist ein innovativen, größtenteils unbemannter Maßnahmenkatalog, der von der WKR-Initiative und unseren Partnern entwickelt wurde, um Waldbrände in Gebieten zu bekämpfen, die mit Kampfmittelrückständen (UXO) verseucht sind. In Regionen wie Brandenburg in Deutschland und in Postkonfliktgebieten wie der Ukraine zwingt das Vorhandensein alter Kampfmittel die Feuerwehrleute dazu, sich zurückzuziehen, einen Sicherheitsabstand von 1 km einzuhalten und tatenlos zuzusehen, wie sich Brände zu unkontrollierbaren Katastrophen ausweiten. Wir haben dieses veraltete „Nichtstun“-Protokoll durch einen proaktiveren Ansatz und eine aktivere Strategie ersetzt. Unsere Bemühungen haben dazu geführt, dass dieses innovative Konzept vom deutschen Bundesland Brandenburg teilweise übernommen wurde; außerdem wurde es in Kiew (Ukraine) sowie auf der weltweit größten Feuerwehr- und Rettungsmesse, der Interschutz 2026 in Hannover, getestet und vorgestellt. Zudem wurde das Konzept in verschiedenen Zusammenhängen vorgestellt, darunter beim Ukraine Mine Action Partner Coordination Workshop in Genf und bei der NATO-EnviroSec-Konferenz in Sofia – beides im Jahr 2026. Durch den Einsatz von Hightech und Lowtech können wir mehr tun, um die Herausforderungen durch Brände auf kontaminierten Flächen zu bewältigen.
This concept is one operational version for active fire suppression in contaminated areas near settlements /infrastructure. Further strategies exist for the prevention phase.
June 1-3, 2026, Sofia Bulgaria
At the 4th International Conference on Environmental Protection and Disaster Risks and 14th Annual CMDR COE conference on Crisis Management and Disaster Response, Lindon Pronto had the privilege to present a keynote address on the WKR UXO Wildfire Toolbox and how institutions like the Pan-European Forest Risk Facility (FoRISK) are well-positioned to address new challenges. The event highlighted the growing concerns about environmental and civil security, as commonplace events like wildfires are becoming more extreme, becoming weaponized, or are becoming increasingly problematic in the context of conflict, particularly in the context of Ukraine.
April 21-22, 2026, Geneva Switzerland
Geneva International Centre for Humanitarian Demining (GICHD) Ukraine Mine Action Partner Coordination Workshop, enhancing cross-sectoral collaboration to enable Ukraine’s forest-based sector to deliver long-term ecological, economic, and social value. It was clear that forest management needs to address and solve the UXO-contamination collaboratively with the partners in Mine Action. Alex Held was able to discuss the UXO-Wildfire Management Toolbox with Ihor Bezkaravainyi, Deputy Minister of Economy, Environment and Agriculture of Ukraine and stakeholders from UN to local NGO level. The knowledge exchange, networking and common will to find solutions and support for addressing the UXO contamination of forest as a prerequisite for fire management as well as for all other forest ecosystem services from Ukraine to Syria was intense and positive! Bringing the forest and wildfire perspective to the Mine Action “ecosystem” highlighted the long way ahead of us. A special Thank You goes to our long term partner DOK-ING in this journey that began in 2013.
June 10th, 2025, Kiev Ukraine
At the Security 2.0 Expo, Alex Held field-demonstrated the UXO-fire-management-toolbox in Kyiv. The effort was supported by the EFI-hosted Pan-European Forest Risk Facility FoRISK in long-term partnership with DOK-ING, a company of Croatia / Ukraine and our forestry friends and colleagues in Ukraine! The attack on Kyiv the night before our demonstration provided a very suitable "situational awareness" for this crucial topic - namely that sustainable forestry and fire management absolutely requires safety and security as a prerequisite.
April 24th, 2023, Wildau Germany
After many months of planning and coordination with DOK-ING and the Ministry of Interior of the State of Brandenburg (through the State Fire Academy - LSTE) we could finally test the machines on the ground in Brandenburg. After the machines were transported by trucks from Croatia to Berlin, a live demonstration and presentation of the UXO Fire Toolbox and strategy was put on for the following stakeholders: Spree-Neiße; Potsdam-Mittelmark; Dahme-Spreewald; Teltow-Fläming; Elbe-Elster; Berliner Feuerwehr; Kampfmittelbeseitigungsdienst Land Brandenburg; Feuerwehr Zeithain; SKV; Ministerium des Innern und für Kommunales des Landes Brandenburg; Landesbetrieb Forst Brandenburg; Landesschule und Technische Einrichtung für Brand- und Katastrophenschutz des Landes Brandenburg; Bundesforst; the press.
September 11-16, 2022, Croatia
Between September 11-16 the WKR project facilitated an exchange of experts (EoE)/study tour to Croatia. The week began in Zagreb with the world-leading demining company Dok-Ing to explore the application of humanitarian remote-controlled demining vehicles for fire management on terrain contaminated by unexploded ordinance (UXO). From Zagreb the group travelled to Croatia’s national interagency wildfire command center in Divulje, the Croatian aerial firefighting squadron at the Zadar airbase, and Rijeka with the County Firefighters Association and Rijeka Fire Brigade. This EoE marked the first time German authorities could see the demining equipment in action and discuss its application for wildfire suppression Germany as a part of a more comprehensive Toolbox. Participants came from forestry, fire services, German Army, federal police, mountain rescue and research.
