Between September 11-16 the WKR project facilitated an exchange of experts /study tour to Croatia. The week began in Zagreb with the world-leading demining company Dok-Ing to explore the application of humanitarian remote-controlled demining vehicles for fire management on terrain contaminated by unexploded ordinance (UXO); about 2% of Germany’s landmass is UXO-contaminated – many areas of which are the most wildfire-prone areas in Germany, presenting a significant challenge because conventional ground and aerial firefighting cannot be carried out. From Zagreb the group travelled to Croatia’s national interagency wildfire command center in Divulje (near Split) and was briefed by Croatia’s top commander.
Wednesday afternoon the group had the opportunity to visit the Croatian aerial firefighting squadron at the Zadar airbase where aerial firefighting capabilities were discussed with pilots and the HR Candaire-CL-415 and Airtractor 802 ‘Fire Boss’ were visited and seen in action. Finally, the tour ended in Rijeka with the County Firefighters Association and Rijeka Fire Brigade with presentations about fire history and climate change, land abandonment, and their methods of firefighting in inaccessible terrain were shown. In the afternoon, the group was hosted by a local fire brigade in a small suburb of Rijeka which was affected by an extreme fire in 2012; the burned area was toured by the group with guidance from the local forester who explained the post-fire measure as well as fire prevention activities of the Croatian forest service.
The beneficiaries of the WKR exchange included the State Fire Academies of Brandenburg and Saxony, the German Federal Police, Bavarian Mountain Rescue, Ministry of Interior Lower Saxony, the East Bavarian Technical University at Regensburg, the firefighting branch of the German Army, and the Polish State Forest Service.

Der Exchange of Experts in Kroatien hat nur zu deutlich gezeigt, wie wichtig Netzwerkformate dieser Art in Hinblick auf die nachhaltige Waldbrandbekämpfung und -prävention wirklich sind. Für die ressortgemeinsame und organisationsübergreifende Zusammenarbeit ist der Austausch von Kontakten, Wissen und Erfahrungen – auch auf internationaler Ebene – unentbehrlich. Die innovativen, technischen Möglichkeiten, die während der Reise vordergründig vorgestellt und diskutiert wurden, sind für die erfolgreiche Bekämpfung eines Brandes einerseits zwar essenziell; andererseits stellen auch die besten Geräte isoliert von erfahrenen Einsatzkräften, die auf Basis erprobter Konzepte agieren, keine allgemeingültigen Standardlösungen dar.
Wir bedanken uns, dass das WKR Projekt unserem Labor die Möglichkeit gegeben hat, Teil dieses Exchange of Experts zu sein. Die vielen Eindrücke, Erfahrungen und Kontakte nehmen wir mit und werden diese sowohl in der Lehre – über unser Projektseminar zum Thema Katastrophenschutz – als auch in der Weiterentwicklung unserer Serie von Expertenworkshops zum Thema Vegetationsbrand anwenden.
